Industrial Tech Center:
The Nevada Department of Employment, Training and Rehabilitation (DETR) has partnered with Great Basin College (GBC) to introduce two new programs at its Winnemucca campus: Diesel Technology and Industrial Maintenance Technology. While these programs are new to the region, they will build upon GBC-Elko’s established curriculum and resources to prepare students for high-demand, high-skill, and high-wage careers in Humboldt County, advancing Nevada’s Lithium Loop initiative. DETR funding will support the acquisition of equipment, classroom furnishings, and industrial technology essential to launching and sustaining both programs.
Up Next Nevada Initiative:
The Up Next Nevada Workforce Initiative is a collaborative effort between Nevadaworks, the Nevada Alliance of Boys & Girls Clubs and the Nevada Department of Employment, Training and Rehabilitation. The initiative aims to strengthen Nevada’s youth development workforce by supporting early learning childcare centers and school-age Clubhouses across the state.
The Nevada Alliance of Boys & Girls Clubs brings together seven organizations operating 78 Clubhouses and early learning centers in both urban and rural communities. Collectively, these Clubs serve more than 26,000 youth and teens statewide, offering outcome-driven programs during critical out-of-school hours. The programs are supported by 900 trained, energetic and highly engaged professional mentors.
Leaderverse Program:
Funded by the Nevada Department of Employment, Training and Rehabilitation (DETR) and delivered by UNLV, the Leaderverse program is designed to elevate entry-level and underrepresented talent across Nevada. This flexible, self-paced online platform features three dynamic learning tracks:
- Success@Work
- WomenUp
- Dream Academy
In recent months, the Leaderverse team has visited 68 career centers, youth programs, business hubs, and workforce boards statewide, distributing digital and print materials and engaging directly with employers at career fairs to showcase the program’s value and impact.

Disconnected Youth:
The Nevada Department of Employment, Training and Rehabilitation (DETR), in collaboration with Workforce Connections, is addressing one of Southern Nevada’s most urgent workforce development and community investment challenges: the significant number of young adults, ages 16–24, who are not meaningfully employed or engaged in skill-building opportunities.
Clark County is home to nearly a quarter of a million young adults, and nearly 1 in 6 are neither working nor participating in any form of education or training.
To support this population, the following services are offered:

Vocational Village:
The Nevada Department of Employment, Training and Rehabilitation (DETR) is providing funding to Hope for Prisoners, an organization that has served approximately 5,200 clients over its 14 years of operation. The organization is expanding its evidence-based pre- and post-release reentry service model through the launch of Vocational Village, in partnership with the Nevada Department of Corrections (NDOC).
Located at the Southern Desert Correctional Center and Three Lakes Valley Conservation Camp, Vocational Village is a comprehensive vocational training center designed to equip returning citizens with marketable skills in high-demand industries prior to their release.
Training programs include:

- Masonry
- Warehouse Logistics
In addition to technical training, participants receive:
- One-on-one consulting
- ACT testing

Industry Sector Partnerships:
Employers involved in Southern Nevada’s Industry Sector Partnerships continue to face challenges related to talent shortages. To help address the issue, the Nevada Department of Employment, Training and Rehabilitation is providing funding to Workforce Connections in support of its mission to strengthen the regional economy by connecting employers to a ready workforce.
Workforce Connections’ Meeting the Talent Needs of Employers initiative delivers services that promote career pathways and skill development in Southern Nevada’s priority industries. The program is open to a broader range of participants, without the eligibility restrictions of the Workforce Innovation and Opportunity Act Title I.
In collaboration with employers from the Industry Sector Partnerships, the initiative will strategically deploy resources to better align the region’s talent development pipeline with industry needs.
Target sectors include:
- Healthcare services
- General and advanced manufacturing
- Information and communication technology
- Transportation and logistics technology
- Clean technologies
- Business and financial services
- Creative industries
Tech Impact Project:
The Nevada Department of Employment, Training and Rehabilitation (DETR), in collaboration with Workforce Connections, is providing funding for the Tech Impact program, an initiative that supports individuals facing significant barriers to affordable education and meaningful employment.
Tech Impact equips disconnected young adults with the skills needed to succeed in today’s technology-driven workforce. The program offers training in PC configuration, networking, troubleshooting, customer service, and communication, while also providing hands-on experience in a professional work environment.
Participants attend classroom instruction Monday through Thursday for 11 weeks, followed by a paid 5-week internship. On Fridays, corporate partner volunteers lead professional development sessions focused on the real-world application of business and workplace skills.
ROADS:
Funded by the Nevada Department of Employment, Training and Rehabilitation (DETR), the ROADS Partnership is a workforce training initiative led by Western Nevada College (WNC) that fosters collaboration among regional partners, including social services, workforce and economic development organizations, and private industry. The program’s mission is to upskill unemployed and underemployed Nevadans by aligning training opportunities with the needs of high-demand industries.
ROADS emphasizes the development of life, soft, and technical skills that lead to nationally recognized certifications and long-term career advancement.
Program Impact as of April 2025:
- 119 students enrolled
- 41 completed training
- 29 employed after training
- 4 employed during training
- 11 reached the six-month employment milestone
By leveraging the combined resources of WNC and its partners, ROADS is helping to build a reliable talent pipeline for Nevada’s priority industries.
Early Childhood Education (ECE) Program:
The Nevada Department of Employment, Training and Rehabilitation, in partnership with Western Nevada College and early childhood education organizations, has launched an accelerated early childhood education program to address the childcare workforce shortage in Northern Nevada.
The initiative aims to upskill workers and support students by covering tuition and training costs while aligning education with industry needs.
Program goals include:
- Expanding the pipeline of skilled childcare providers
- Increasing access to affordable, quality childcare for Nevada families
- Providing financial assistance for training and certification
As of June 30, 2025:
- 43 students have been awarded scholarships and enrolled
- 29 students completed all classes and plan to continue
- 8 students passed most classes but have not re-enrolled
- 5 students did not complete courses due to personal or professional reasons
- 8 students are expected to complete Skills Certificate I by summer 2025
- 3 students will complete Skills Certificate II
- 12 additional certificates are expected by fall 2025
Tech Hub:
The Nevada Department of Employment, Training and Rehabilitation is providing funding to Truckee Meadows Community College to help address critical workforce gaps in Northern Nevada’s Lithium Loop industries. The initiative follows a three-pronged strategy: scaling training capacity, improving training quality and supporting housing development.
Program highlights include:
- Advanced manufacturing: TMCC is adding equipment such as programmable logic controller trainers and robotics software to expand training capacity without compromising quality.
- Construction management: A full-time faculty member will be hired to expand course offerings and strengthen industry partnerships. The program supports workforce needs tied to housing development and helps address the region’s housing shortage.
- Architecture: TMCC will hire a full-time instructor and faculty director to meet accreditation requirements for a future Bachelor of Architecture program.
EM STEP Program:
To help meet Nevada’s growing workforce needs in emergency management, the Nevada Department of Employment, Training and Rehabilitation is funding a new initiative at Truckee Meadows Community College. Students pursuing entry-level certifications in public safety and healthcare will participate in an emergency management workshop designed to introduce career pathways in the field. Participants also receive career counseling and scholarship support.
The program aims to serve 108 students. Emergency management careers typically require a bachelor’s degree and span a wide range of sectors, including state and local government, fire protection, law enforcement, hospitals, technology companies and Homeland Security.
Other potential roles for students with an emergency management degree include security director, public information officer, disaster recovery manager, environmental health and safety director, and cybersecurity director.
The workshops expose students to the variety of career tracks within emergency management and demonstrate how entry-level training in public safety or healthcare can serve as a foundation for long-term career growth.
During the most recent quarter ending June 30, 2025, 55 students successfully completed the EM STEP Workshop, reflecting the program’s continued success in preparing students for critical roles in Nevada’s emergency services and healthcare sectors.
Coursera:
The Nevada Department of Employment, Training and Rehabilitation is funding a statewide initiative to expand access to high-quality online learning through a partnership with Coursera.
As part of the program, Coursera will provide:
- 15,000 standard paid licenses for DETR clients
- 15,000 government scholarship match licenses
- 250 scholarship licenses for DETR employees
Each license is valid for 12 months, can be transferred between learners, and includes access to Coursera’s full catalog of content. Coursera partners with more than 275 leading universities and companies to offer a wide range of learning opportunities, including individual courses, job-ready certificates and degree programs.
Coursera operates as a subscription-based software-as-a-service platform and is accessible through any web browser.
As of the latest update, 7,710 new learners have enrolled and 18,413 courses have been completed.
Clean Energy Career Opportunities Program:
The Nevada Department of Employment, Training and Rehabilitation, in collaboration with Nevadaworks, is funding the Expanding Clean Energy Career Opportunities Program to support workforce development in Northern Nevada’s growing clean energy sector.
The initiative focuses on advancing the lithium battery and electric vehicle materials loop value chain. It is strategically aligned with recent U.S. Economic Development Administration grant awards received by the University of Nevada, Reno.
A key component of the program is the creation and support of an Industry Sector Partnership, which will guide workforce strategies and help ensure training efforts meet the evolving needs of the clean energy industry.
High Sierra Area Health Education Center (AHEC):
To address critical healthcare workforce shortages in northern Nevada and rural communities, the Nevada Department of Employment, Training and Rehabilitation is partnering with Nevadaworks and High Sierra AHEC to expand access to healthcare careers and support underserved populations.
Key components of the initiative include:
- Tuition support for future healthcare professionals
- • $2,500 scholarships for 25 undergraduate AHEC Ambassadors and Aspire students
- • $5,000 scholarships for 15 graduate-level AHEC Scholars
- Expanding rural outreach
- Hiring a new community health advocate to support rural programming
- Growing high-impact programs such as Project Prevent, Project ROARR and Level Up, a community health worker training initiative
The partnership aims to build a stronger, more accessible healthcare workforce across Nevada, with a focus on equity and long-term sustainability.
Incumbent Worker Training (IWT) Program:
The Nevada Department of Employment, Training and Rehabilitation, in partnership with Nevadaworks, is providing funding to support training for high-demand occupations in northern Nevada.
The initiative includes three key strategies: incumbent worker training, classroom training and on-the-job training.
Incumbent worker training supports individuals who are currently employed and would benefit from upgrading their skills to advance within their organization. Classroom training will focus on in-demand occupations, helping to build a pipeline of skilled workers for employers struggling to fill critical roles. On-the-job training will be offered to individuals who need additional support to gain the skills required for employment.
LEADers Program:
The Nevada Department of Employment, Training and Rehabilitation is providing funding to the Latin Chamber of Commerce to support the LEADers Program, which promotes leadership and business growth through two bilingual training tracks offered in English and Spanish.
The program includes:
- Executive Business Accelerator – Designed for small business owners and entrepreneurs to strengthen business operations and team leadership skills.
- Personal Leadership Development – Tailored for adults seeking to enhance leadership abilities and advance in their current or future careers.
Program goals include:
- Equipping participants with leadership and business development skills
- Supporting career advancement and entrepreneurial success
- Improving workforce productivity, retention and job satisfaction
Launch highlights (April–June 2025):
- More than 200 applications received
- Over 60 professionals expressed interest in mentoring
- Mentors include business owners, executives and coaches with expertise in marketing, finance, operations and leadership
- Community outreach included media coverage in the Las Vegas Sun and on Spanish-language radio
Realizing Opportunities for the American Dream to Succeed (ROADS):
The Nevada Department of Employment, Training and Rehabilitation is funding the ROADS program at the College of Southern Nevada to provide training for more than 100 unemployed and underemployed individuals in high-demand occupations.
The program aims to help address workforce shortages by preparing participants for immediate employment through nationally recognized certifications. ROADS is designed to create a reliable pipeline of skilled, workforce-ready individuals who can fill critical vacancies and pursue careers that offer upward mobility and livable wages.
From April 1 to June 30, 2025, 57 students enrolled in the program. Eight students completed their classes during the quarter, and 48 students are currently attending.
Helping At-Risk Youth in Washoe County:
With funding from the American Rescue Plan Act through the Nevada Department of Employment, Training and Rehabilitation, 35 in-school youth ages 16 to 18 in the Washoe County School District are gaining valuable after-school and weekend work experience. The initiative helps students stay engaged in school while developing real-world skills and contributing to their communities.
Program highlights from April to June 2025 include:
- 108 interest forms submitted
- 40 students enrolled
- Staff focused on case management and summer job placements
In addition, the Community Services Agency is hosting Youth Career Success Workshops—funded separately—to enhance job readiness and connect students to longer-term opportunities, including the DETR-ARPA Work Experience program.
So far, 54 students have participated in the workshops.
The program is part of a broader effort to invest in Nevada’s future workforce by supporting youth development and career exploration.
LASSO Project:
The Nevada Department of Employment, Training and Rehabilitation is providing funding to the Department of Indigent Defense Services for the LASSO Project, an initiative aimed at strengthening public defense in underserved and rural areas of the state.
The program coordinates with one or more law schools to place first- and second-year law students in summer training programs with experienced public defenders. The goal is to provide hands-on legal experience and mentorship in real-world settings, including opportunities for active representation and litigation.
LASSO also encourages recent law school graduates to pursue employment in rural public defender offices, allowing them to begin practicing indigent defense law immediately upon graduation. In addition, the program offers stipends for training materials to individuals who accept employment at qualifying offices and plan to take the Nevada Bar Exam, supporting their continued service in indigent defense.
Vocational Training Match Program:
The Nevada Department of Employment, Training and Rehabilitation is providing funding to Rotary District 5190 of Sparks to support vocational and leadership training programs for youth in Northern Nevada.
Funding is allocated on a dollar-for-dollar basis and is limited to two primary project categories:
- Vocational education
Supports the purchase of new or additional equipment to enhance classroom instruction in high schools and community colleges.
Focus areas include:- Trades and construction
- Culinary and service industries
- Leadership training and development
Covers scholarships and program costs for youth leadership initiatives. Rotary provides upfront funding and seeks reimbursement.
Programs include:- Rotary Youth Leadership Awards (RYLA)
- Rotary Eighth Grade Leadership (REGL)
- Other youth-focused leadership programs
The initiative aims to strengthen career readiness and leadership skills among young people across the region.
Future Wanted Career Launch Program:
To help address workforce shortages and support Nevada’s regional economy, the Nevada Department of Employment, Training and Rehabilitation, in partnership with Nevadaworks, is funding the Future Wanted Career Launch Program—an initiative focused on serving disconnected youth ages 16 to 24 who are not meaningfully employed.
In collaboration with the Reno Bike Project, the program takes a holistic approach to workforce development by combining hands-on technical training, mentorship and supportive services tailored to the needs of at-risk youth.
The 17-week program includes:
- 10 weeks of bike mechanic training, job readiness instruction, customer service practice and certification at Reno Bike Project
- 5 weeks of internship placement at a partnering bike shop in Reno
- 2 additional weeks of customized training based on each participant’s interests and goals
Participants receive paid, hands-on training, reliable transportation in the form of a bicycle earned through the program, and access to a supportive learning environment. The program also connects youth to career readiness workshops, job placement assistance and industry networks through Nevadaworks.
The initiative aims to remove barriers to employment and prepare young people for long-term success in the workforce.
