NEVADA DEPARTMENT OF EMPLOYMENT, TRAINING & REHABILITATION

GRANT FUNDING DISCLOSURES

The Stevens Amendment is a federal regulation that requires U.S. Departments of Labor (DOL), Health and Human Services (HHS), and Education grant recipients to reveal the percent of the costs financed with federal funds, the federal dollar amount, and the percentage and dollar amount financed by nongovernmental funds. The regulation was created with the intent to inform taxpayers of how much money comes from Federal sources in any program, project, or grant activity.
As required by the Amendment, the following statements are for varied Nevada Department of Employment, Training and Rehabilitation (DETR) divisions. Not all agency divisions are represented as exceptions are possible based on type of federal funding received.

Vocational Rehabilitation (REHAB)

Funding from U.S. Department of Education – For Nevada Vocational Rehabilitation (VR), Supported Employment (SE), and/or the Independent Living Services for Older Individuals Who are Blind (OIB) programs.  For VR:  Federal VR grant paid 78.7% of costs.  In Federal Fiscal Year (FFY) 2022, Nevada VR received $17,136,279 in Federal VR funds.  Non-Federal funds paid 21.3% of costs ($4,637,900).  For SE:  Federal grant paid 95% of costs.  In FFY2022, Nevada VR received $54,208 in Federal SE funds.  Non-Federal funds sources paid 5% ($3,012) of costs.  For OIB:  Federal funds paid 90% of costs.  In FFY2022, Nevada received $219,845 in Federal OIB funds.  Non-Federal funds paid 10% ($24,427) of costs.

Office of Workforce Innovation

Office of Workforce Innovation (OWINN)

For Supporting and Advancing Nevada’s Dislocated Individuals (SANDI), the Project SANDI grant totaling $13,818,298.92, awarded by the U.S. Department Education paid for all program costs. An Accelerating Nevada Apprenticeships for All (ANAA) grant, awarded by DOL totaling $3,999,997.00 helped to fund the apprenticeship program*, and two additional grants funded by the DOL totaling $2,500,000.00  and  $1,998,841 funded costs for the H-1B Rural Healthcare and the Building Pathways to Infrastructure Jobs program costs, respectively. All program costs were covered by federal funding received by OWINN with 0% financed from non-governmental sources.

Employment Security Division (ESD)

WIOA, Title I:

The Workforce Innovation and Opportunity Act (WIOA), Title I is operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling

$39,121,827.00 with 100 percent funded by DOL-ETA. Funds are sub-granted to the Nevada Local Workforce Development Boards (LWDB), with $6,022,167.00 awarded to LWDB-Nevadaworks and $33,099,711.00 awarded to Workforce Connections. Work Opportunity Tax Credit (WOTC):

The Work Opportunity Tax Credit (WOTC) operated by Nevada’s Department of Employment, Training and Rehabilitation (DETR), Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $166,333.00 with 100 percent funded by DOL-ETA. Trade Adjustment Assistance (TAA):

The Trade Adjustment Assistance (TAA) Act operated by Nevada’s Department of Employment, Training and Rehabilitation (DETR), Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $100,000.00 with 100 percent funded

Rapid Response (RR):

The Rapid Response (RR) program operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $3,874,952.10 with 100 percent funded by DOL-ETA. NDWG – Quality Jobs, Equity, Strategy and Training (QUEST):

The National Dislocated Worker Grant (NDWG) Quality Jobs, Equity, Strategy and Training (QUEST) is a Disaster Recovery grant is operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) and is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $5,000,000.00 with 100 percent funded by DOL-ETA. Awarded funds are sub-granted to the Nevada Local Workforce Development Boards (LWDB), with $1,185,973.00 awarded to LWDB-Nevadaworks and

State-Funded Workforce Programs

Displaced Homemaker (DH):

The Nevada Displaced Homemaker (DH) program is supported by the State of Nevada Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD), under the guidance of the Workforce Innovation and Opportunity Act (WIOA) sustained by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $0.00 with 0.00 percentage funded by DOL- ETA and $1,585,882.76 with 100% percentage state-funded by non-government source(s). Funds are sub-granted to local area providers with $111,152,00 awarded to Community Chest;

$867,604.00 awarded to HELP of Southern Nevada; and $122,268.00 awarded to Truckee Meadows Community College (TMCC). Career Enhancement Program (CEP):

The Nevada Career Enhancement Program (CEP) program is supported by the State of Nevada Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD), per Nevada Revised Statute (NRS) 612.607 requires the establishment and administration of an employment training program to foster job creation, minimize unemployment costs of employers and meet the needs of businesses for skilled workers by establish or provide support for job training programs in the public and private sectors for training, upskill training, or improving the skills of persons employed in this state. As part of a financial assistance award totaling $0.00, with 0.00 percentage, funded by DOL-ETA and $878,992.00 with 1.00 percentage state-funded by non-government source(s). The Nevada Silver State Works (SSW) program, supported by the State of Nevada Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD), is a sub-program under the Career Enhancement Program as an initiative to help businesses by offering incentives for hiring pre-screened qualified workers. As part of a financial assistance award totaling $0.00, with 0.00 percentage, funded by DOL-ETA and $46,250.00 with 1.00 percentage state-funded by non-government source(s).
