GRANT FUNDING DISCLOSURES

The Stevens Amendment is a federal regulation that requires U.S. Departments of Labor (DOL), Health and Human Services (HHS), and Education grant recipients to reveal the percent of the costs financed with federal funds, the federal dollar amount, and the percentage and dollar amount financed by nongovernmental funds. The regulation was created with the intent to inform taxpayers of how much money comes from Federal sources in any program, project, or grant activity.

As required by the Amendment, the following statements are for varied Nevada Department of Employment, Training and Rehabilitation (DETR) divisions. Not all agency divisions are represented as exceptions are possible based on type of federal funding received.
Vocational Rehabilitation (REHAB):

Funding from U.S. Department of Education – For Nevada Vocational Rehabilitation (VR), Supported Employment (SE), and/or the Independent Living Services for Older Individuals Who are Blind (OIB) programs.  For VR: Federal VR grant paid 78.7% of costs.  In Federal Fiscal Year (FFY) 2020, Nevada VR received $17,239,554 in Federal VR funds.  Non-Federal funds paid 21.3% of costs ($4,665,851).  For SE:  Federal grant paid 95% of costs.  In FFY2020, Nevada VR received $74,392 in Federal SE funds.  Non-Federal funds sources paid 5% ($5,879) of costs.  For OIB: Federal funds paid 90% of costs.  In FFY2020, Nevada received $271,296 in Federal OIB funds.  Non-Federal funds paid 10% ($30,144) of costs.
 

Governor’s Office of Workforce Innovation (GOWINN):

For Supporting and Advancing Nevada’s Dislocated Individuals (SANDI), the Project SANDI grant totaling $13,818,298.92, awarded by the U.S. Department Education paid for all program costs. An Accelerating Nevada Apprenticeships for All (ANAA) grant, awarded by DOL totaling $3,999,997.00 helped to fund the apprenticeship program*, and two additional grants funded by the DOL totaling $2,500,000.00 and $450,000.00 funded costs for the H-1B Rural Healthcare and the State Apprenticeship Expansion 2020 program costs, respectively. All program costs were covered by federal funding received by GOWINN with 0% financed from non-governmental sources.
 

Employment Security Division (ESD):
WIOA:

Title I – Workforce Innovation and Opportunity Act (WIOA) operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $28,844,801.00 with 100 percent funded by DOL-ETA. Funds are sub-granted to the Nevada Local Workforce Development Boards (LWDB), with $5,094,103.00 awarded to LWDB-Nevadaworks and $23,750,698.00 awarded to Workforce Connections. Trade Adjustment Assistance (TAA) – The Trade Adjustment Assistance (TAA) Act operated by Nevada’s Department of Employment, Training and Rehabilitation (DETR), Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $716,033.00 with 100 percent funded by DOL-ETA for Fiscal Year (FY) 2022. Rapid Response (RR) – The Rapid Response program operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $2,261,153.00 with 100 percent funded by DOL-ETA. NDWG-Disaster Recovery – The National Dislocated Worker Grant (NDWG) for Disaster Recovery is operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) and is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $4,508,311.00 with 100 percent funded by DOL-ETA. Awarded funds are sub-granted to the Nevada Local Workforce Development Boards (LWDB), with $1,483,673.48 awarded to LWDB-Nevadaworks and $2,880,072.06 awarded to Workforce Connections. The period of performance for this grant is April 1, 2020, thru June 30, 2023. NDWG-Employment Recovery – The National Dislocated Worker Grant (NDWG) for Employment Recovery is operated by the State of Nevada’s Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) and is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $10,975,389.00 with 100 percent funded by DOL-ETA. Awarded funds are sub-granted to the Nevada Local Workforce Development Boards (LWDB), with $3,302,304.08 awarded to LWDB-Nevadaworks and $7,528,519.46 awarded to Workforce Connections. The period of performance for this grant is July 1, 2020, thru September 30, 2023. Work Opportunity Tax Credit (WOTC) – The Work Opportunity Tax Credit (WOTC) operated by Nevada’s Department of Employment, Training and Rehabilitation (DETR), Employment Security Division (ESD) is supported by the Employment and Training Administration (ETA) of the United States (U.S.) Department of Labor (DOL) as part of a financial assistance award totaling $157,767.00 with 100 percent funded by DOL-ETA. Veterans Program Grant (JVSG) – Funding for program publications is provided 100% by the Department of Labor and the Employment and Training Administration through the Rapid Response Program grant totaling $2,261,153 with 0% funding from nongovernmental sources.

State Programs:
Displaced Homemaker (DH)
– The Nevada Displaced Homemaker (DH) program is supported by the State of Nevada Department of Employment, Training and Rehabilitation (DETR) – Employment Security Division (ESD) as part of a financial assistance award totaling $0.00 with 0.00 percentage funded by DOL-ETA and $978,878.00 amount with 100% percentage funded by non-government source(s). Funds are sub-granted to local area providers with $111,152,00 awarded to Community Chest; $867,604.00 awarded to HELP of Southern Nevada; and $122,268.00 awarded to Truckee Meadows Community College (TMCC). STEVEN AMENDMENTS FOR FEDERAL CONTRACTS AND RFPS
The State Automated Workforce System (SAWS) project is DETR’s management information system which is currently implemented online through the EmployNV platform.  SAWS is 100 percent funded by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $ 3,848,300.00 with zero percentage financed from non-governmental sources.
The Business Solutions Office (BSO) training contract is in affect to assist DETR in revising and updating its Business Expectation Service Transformation (B.E.S.T.) manual to assist and train the BSO’s on techniques to penetrate Nevada’s labor market.  The BSO B.E.S.T. manual update is 100 percent funded by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $315,550 with zero percentage financed from non-governmental sources.
The ROADS (Realizing Opportunities for the American Dream to Succeed) pilot project is an Interlocal training contract with Western Nevada College to assist Nevadan’s unemployed and underemployed receive training for in-demand positions. DETR’S Contract for the ROADS project is 100 percent funded by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $460,000 with zero percentage financed from non-governmental sources.  WNC also contributes to the ROADS program via a $200,000 annual grant it receives from the William H Pennington Foundation for tuition assistance. The Nevada Department of Employment, Training and Rehabilitation (DETR) is funding this ROADS program with 100 percent of this program supported and funded by the U.S. Department of Labor as part of a Workforce Innovation and Opportunity Act (WIOA) financial assistance award totaling $33,748,932 (PY19-FY20) and $31,356,689 (PY20-FY21), specifically WIOA’s Governor’s Reserve set-aside.
The Clark County School District (CCSD) Equipment contract is a training Interlocal Contract between Workforce Connections for vocational training and equipment at Clark County Academic Centers. The CCSD Equipment contract 100 percent funded by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $250,000 with zero percentage financed from non-governmental sources.
The Out of School Youth (OSY) project is a work experience training program. DETR is requesting proposals from vendors to provide opportunities for out-of-school (OSY) youth for future work skill development and job skill transferability to high-demand occupations.  The OSY work experience program is 100 percent funded by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $250,000 with zero percentage financed from non-governmental sources.
The Licensing and Regulatory Software Solution (LRSS) project is for the Commission of Postsecondary Education (CPE) to allow postsecondary institution applicants and licensees the ability to submit applications, update documents, receive in-system staff responses, and provide the public a database that is searchable for postsecondary licensee information. DETR is requesting proposals from vendors for the best software solution for the CPE applicant database.  The LRSS project is 100 percent funded by the Employment and Training Administration of the Career Enhancement Program (CEP) per NRS 612 et al Unemployment Insurance tax rates which allow an additional .05 percent (.0005) tax charged for the Career Enhancement Program.  The LRSS project funding as part of an award totaling $300,000 with zero percentage financed from non-governmental sources.
